APP Inspections & Energy Services
The Home Condition Report was originally, but is no longer, a mandatory document of the HIP. It’s status has been reduced to authorised. This means that it is approved to be part of the HIP content, but it is voluntary.
APP Inspections & Energy Services are Registered Home Inspectors, registered with both the BRE and SAVA Certification Schemes.
A Home Condition Report (HCR) is an inspection of the property at a point in time, in a similar way that a vehicle receives a Ministry of Transport inspection. The HCR does not contain a market value calculation, nor does it give subjective assessments of the future deterioration. Above all, it is objective and reports on the current condition of the property.
The HCR will contain an inspection and assessment of the following aspects of a property (where applicable):
Outside
     Chimney stacks
     Roof coverings
     Rainwater pipes and gutters
     Main walls
     Windows
     Outside decoration
     Other outside details
Inside
     Roof structure
     Ceilings
     Inside walls, partitions and plasterwork
     Floors
     Fireplaces and chimney breasts
     Built-in fittings
     Inside woodwork
     Bathroom fittings
     Dampness
Services
     Electricity
     Gas/oil
     Water
     Heating
     Drainage

The report will be split into the following sections:
     Section A     General Information
     Section B     Summary
     Section C     Conveyancing and Health & Safety Issues
     Section D     Outside Condition
     Section E     Inside Condition
     Section F     Services
     Section G     Grounds (including shared parts for flats)

If carried out at point of sale, the HCR will be undertaken at the same site visit as the EPC.
Note: Photographs must be taken of the exterior and interior of the property, as proof/justification of
     a) the home inspector carrying out the inspection,
     b) the correct inspection and assessment process.

The Cost:
The cost of a Home Condition Report is entirely dependent on the size of the property, as each room/aspect is individually assessed. Therefore a range of prices apply from £225-£400 plus Vat (£263.70-£470). Please ring or email for a quote. Why have a Home Condition Report Carried Out?
Seller:
     Whether the findings of the HCR are seen as good or bad, the HCR will help you achieve the maximum realistic price for your house.
     It will be seen as a positive aid by the potential buyer as it gives them information up front at no cost.
     The fall through rate of UK property purchases is currently at around 30%, the HCR will reduce that figure due to all parties being more informed at the outset.
Buyer:
     Would you rather buy a house with condition information or without?
     If you think there is something wrong with a property, would you prefer to read that the owner is also aware and that an unbiased, indepentent report is available for you to examine?
     The HCR and the Home Inspector who prepared it cannot be influenced by the seller, whether or not it is the seller who commissions the HCR.

Old Wives' Tales/Urban Myths
   
     I wouldn't believe anything I hadn't paid for.
The Home Inspector/Home Condition Report is unbiased and independent. If the Home Inspector is influenced in any way by the seller, he/she risks being struck off, and/or sued by the buyer and the mortgage lender.
     Home Inspectors are inadequately trained.
On the contrary, Home Inspectors are thoroughly trained, whether as new entrants or as experienced practitioners. Home Inspectors are trained solely to carry out residential property inspections, unlike Surveyors, who can practice in many aspects of surveying.
     Home Inspectors are "Johny-come-latelys" with no experience.
The role of Home Inspector is new, but the qualifying process is aimed at practical experience combined with the academic training. All new entrant Home Inspectors have carried out (and been assessed on) 10 Home Condition Reports. All existing surveying practitioners have carried out and been assessed on at least 3 Home Condition Reports.
     The HCR isn't worth the paper it's written on.
The Home Condition Report format and content has been put together by experienced Surveyors and other experienced individuals and organisations, under the regulatory eye of HM government (it is likened to the MOT test on a vehicle). There is a full redress procedure for all affected parties, which can include seller, potential buyer, buyer, lender. All Home Inspectors must have a proper complaints procedure. The HCR is entered into a national database and records are kept for a minimum of 15 years. All these stringent processes should give the client confidence that it is a good product, intended to improve the house buying/selling experience, carried out by competent persons.
